Surface Maintenance Mechanic Supervisor, WS-5801-10

As a Surface Maintenance Mechanic Supervisor, WS-5801-10, you will plan use of subordinate workers, equipment, facilities, and materials on a week-to-week or month-to-month basis. Establish deadlines, priorities, and work sequences, and plans work assignments based on general work schedules, methods, and policies set by the supervisor. Assign tasks to be performed based on readiness and explains work requirements, methods, and procedures. Investigate work related problems such as excessive costs or low productivity and determines causes. Plan and establish overall leave schedules. Determine training needs of subordinates and arranges for accomplishment. Perform non-supervisory work, such as, transporting equipment, performing maintenance tasks, etc. Develop, publish, and ensure employee compliance with standing operating procedures for the activity supervised. Implement and comply with agency, state, and federal regulatory Occupational Safety and Health, and environmental requirements. Prepare for and participate in various types of readiness evaluations, inspections, mobilization and command support exercises. Perform other duties as assigned.

Qualifications:

Appointment Status: Excepted. This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

Area of Consideration: Non-Bargaining Position AOC 1: NG Employees at Field Maintenance Shop # 2 AOC 2: NG employees in the DCSG4 (This includes Combined Support Maintenance Shop - West, Director of Logistics, State Surface Maintenance Office FMS's 4, 5, 9, 10, 16, 17, 24, 27, 28, 29, and 33, Combined Support Maintenance Shop - East and Unit Training Equipment Site) Military Grades: Enlisted E6-E8 Supervisor for this position is MSG Gudaitis *Note: Accessioning into this position is contingent upon verification of Secret Security Clearance

General Experience: Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports.

Specialized Experience: In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.

Quality of Experience: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
